自国务院颁发《关于企业职工基本养老保险省级统筹和行业统筹移交地方管理有关问题的通知》(国发[1998]28号)以来,各地加快了省级统筹的实施步伐。目前,除一个自治区外,各地都出台了省级统筹或省级调剂金的方案或具体办法。其中,北京等5个省区市,基本实现了统一制度、统一标准、统一调剂、统一管理;其余25个省区市和新疆生产建设兵团实行省级调剂金制度。各地省级调剂金上解下拨办法及在运行中存在的问题,可供我们在工作中借鉴参考。
Since the State Council promulgated the Circular on Issues Concerning the Overall Management of Basic Pension Insurance for Enterprises and Workers and the Relevant Issues concerning the Local Management of Overall Transfer of Industries (Guo Fa [1998] No. 28), the implementation pace of provincial-level overall planning has been accelerated everywhere. At present, in addition to an autonomous region, various provincial programs or specific measures have been promulgated at the provincial or provincial level. Among them, Beijing, five other provinces, autonomous regions and municipalities basically realized a unified system, unified standards, unified adjustment and unified management; the remaining 25 provinces, autonomous regions and municipalities and Xinjiang Production and Construction Corps implemented a provincial swap system. Dispatch methods and solutions to problems in operation at different levels of provincial-level transfers allow us to draw lessons from the work for reference.
