党的十五届四中全会《决定》,针对在发展社会主义市场经济条件下如何搞好国有企业这一重大课题,以邓小平理论为指导,贯穿了十五大精神,在全面总结20年来基本经验的基础上,进一步丰富和深化了这一课题的理论认识和整体战略设计。这是一个加快国有企业改革和发展的跨世纪纲领。这次会议,无论在我国国有企业发展史上,还是在我国经济发展史上,都是一个重要的里程碑。
The “Decision” of the Fourth Plenary Session of the 15th Central Committee of the Party directs against the major issue of how to do a good job of state-owned enterprises under the conditions of developing a socialist market economy. Guided by Deng Xiaoping Theory, we have carried through the spirit of the 15th Party Congress, On the basis of experience, we further enriched and deepened the theoretical understanding of this issue and the overall strategic design. This is a cross-century program to speed up the reform and development of state-owned enterprises. This meeting, both in the history of the development of state-owned enterprises in our country and in the history of economic development in our country, is an important milestone.
