我国农村社会事业发展一直落后于城市社会事业和农村经济发展。发展农村社会事业是推动农村经济发展的迫切需要,是满足农民精神文化需求迅速增长的必然选择,是促进城乡协调发展的内在要求,是实现农村稳定协调发展的重要举措。党的十七届三中全会提出了破解城乡二元结构的根本措施,为沈阳市农村社会事业发展进一步指明了前进的方向。
The development of rural social undertakings in our country lags far behind urban social undertakings and rural economic development. The development of social undertakings in rural areas is an urgent need to promote rural economic development. It is an inevitable choice to meet the rapid growth of peasants' spiritual and cultural needs. It is an inherent requirement for promoting the coordinated development of urban and rural areas and an important measure for the stable and coordinated development of rural areas. The Third Plenary Session of the 17th CPC Central Committee put forward the fundamental measures to solve the dual structure of urban and rural areas and further pointed out the direction for the development of rural social undertakings in Shenyang City.
