内部控制是基层政府实现科学管理、规范化运作的重要手段,近年来我国基层政府虽然在地方经济文化精神等的各项活动中的管理能力不断上升,但是就基层政府内部控制的整体运行情况来看,其效果并不乐观,因此仍需不断建立并完善其内部控制的操作流程,本论文将对其控制流程所遇到的问题进行分析并给出解决办法,最终使其对基层政府的运行管理工作发挥重要作用。
