邓小平是最早一位支持群众进行节育的国家领导人。1953年8月,他对卫生部采取反对节育的政策提出质疑,对卫生部通知海关查禁避孕药具进口表示反对,并敦促抓紧下发《避孕及人工流产办法》。
Deng Xiaoping was one of the first national leaders to support the masses for birth control. In August 1953, he questioned the Ministry of Public Health’s policy of opposing birth control. He expressed opposition to the Ministry of Health’s announcement that the Customs banned the import of contraceptives and urged that the “contraception and abortion methods” be promptly released.
