上海市人民政府文件沪府发[2014]28号上海市人民政府关于加快发展养老服务业推进社会养老服务体系建设的实施意见各区、县人民政府,市政府各委、办、局:多年来,本市围绕构建“9073”养老服务格局,积极推动养老服务业的发展,取得了明显成效,但随着本市老龄化程度的不断加深,养老服务总体供给不足的矛盾仍然比较突出。为进一步贯彻落实《国务院关于加快发展养老服务业的若干意见》(国发[2013]35号),积极应对本市深度老龄化挑战,现就加快发展养老服务业、推进社会养老服务体系建设,提出以下实施意见:一、指导思想和基本原则(一)指导思想以邓小平理论,“三个代表”重要思想、科学发展观为指导,从
