在党的总路线的光辉照跃下和工农业生产全面大跃进的发展形势中,河南省新乡地区的水利灌溉事业获得了巨大的发展,全区建成了百万处大、中、小型灌溉工程,分布在占1880万亩耕地上,占总耕地面积的90%。今年已浇小麦棉田1050万亩,夏灌时则达到1800万亩,所有水利工程将全部发挥效益。从新乡地区儿年来的经验证明,没有良好的灌溉管理工作就没有良好的工程效益。我们在灌溉管理工作当中主要掌握了如下几个环节:(一)坚持贯彻兴修、管理、使用并举的方针:
