谷城县石花镇乡镇企业在国家宏观调控及市场竞争日趋激烈的情况下,主动面向市场.大胆对经济结构进行调整和优化,切实转变经济增长方式,提高经济运行的质量和效益,探索出了一条内涵式发展路子,取得了显著成效。1996年,全镇乡镇企业总产值达到19亿元,营业收入17.3亿元,利税2.2亿元,分别比1995年增长38.6％、46％、47.6％,我们的作法是:一、改革促动,在资产重组上实现新突破近两年,我们按照“抓大放小”、“择优扶强”的发展思路,大胆对企业进行改革。通过改革,使优势企业得到低成本扩张,困难企业找到最现实的归宿,使存量资产在流动中发挥出最佳效益。镇办企业虽由32家减至20家,但效益却成倍增长。
