为了规范建筑市场秩序,保障工程质量,促进建筑业持续健康发展,住房城乡建设部日前决定开展工程质量治理两年行动,并于9月1日,印发了《工程质量治理两年行动方案》(以下简称《行动方案》)。《行动方案》提出了工作目标,通过两年治理行动,规范建筑市场秩序,落实工程建设五方主体项目负责人质量终身责任,遏制建筑施工违法发包、转包、违法分包及挂靠等违法行为多发势头,进一步发挥工程监理作用,促进建筑产业现代化快速发展,提高建筑从业人员素质,建立健全建筑市场诚信体系,使全国工程质量总体水平得到明显提升。《行动方案》提出,要重点完成六大工作任务,
