This article reports the results of a telephone survey of ethical issues in the United States. The survey found that there is a big gap between the ethics of patients, doctors and managers in the distribution of medical resources. The study pointed out that this is mainly due to the fact that the public does not understand the predicament faced by the current allocation of resources. Therefore, it is necessary to provide relevant information to the public in health care reforms to deepen the mutual understanding between health care consumers and providers.
