文章基于分析得出了全球经济呈现复苏疲弱、风险上升的态势,中国经济短期企稳、中期承压、长期看好,新形势下的挑战在于企业部门负债率偏高、中国企业的相对竞争力下降、“因城施策”防泡沫与去库存并举,以及保持人民币汇率处于均衡合理水平。宏观政策应以改革为体、调控为用。最后提出了甘肃金融发展的政策建议:发展多层次金融体系,推进混合所有制改革,加快PPP项目实施,探索投贷联动等。
Based on the analysis of the article, the global economy shows a weak recovery and a rising risk. China’s economy stabilizes in the short term and is under pressure in the medium term. In the new situation, the challenges lie in the high debt ratio in the corporate sector, the relative competitiveness of Chinese enterprises, “Policy-making by the city ” Anti-foam and inventory simultaneously, and to maintain the exchange rate of RMB at a balanced and reasonable level. Macroeconomic policies should be based on reform and regulation should be used. Finally, it puts forward the policy suggestions of financial development in Gansu: developing a multi-level financial system, promoting the reform of mixed ownership, accelerating the implementation of PPP projects and exploring the linkage between investment and lending.
