博爱南横路商业街位于美兰区博爱南街道办事处辖区的西南面,地处人口稠密的老城区,跨越红坎坡、联桂坊两个居委会,住有1万多人。商业街店铺业主消防意识淡薄,在店铺或临时仓库里使用液化气做饭、烧香点蜡、住人,电源线年久失修,乱拉乱接,且整个商业街仅有一个消防车入口,因占道经营而被堵塞。一旦发生火灾,后果不堪设想。省、市、区各级先后两次开展了综合治理,虽取得了一定的效果,但治标不治本,火灾隐患依然突出。2000年被消防部门列为海口市重大火灾隐患单位,被海口市政府悬挂黄牌警告。
