九届全国人大常委会第五次会议于1998年11月4日审议通过了《中华人民共和国村民委员会组织法》。这是贯彻落实党的十五大精神的重大举措,是我国农村民主政治制度的重大发展。1998年6月,中共广东省委决定理顺农村基层管理体制,撤销管理区办事处改设村民委员会。为了配合理顺工作,广东省人大常委会于11月27目及时通过了《广东省实施<中华人民共和国村民委员会组织法>办法》和《广东省村民委员会选举办法》,对推进广东省农村基层政治建设起到积极的作用。
The 5th Session of the Ninth NPC Standing Committee examined and approved the Organization Law of the Villagers’ Committee of the People’s Republic of China on November 4, 1998. This is a major measure for implementing the spirit of the 15th Party Congress and a major development of our country’s democratic political system in rural areas. In June 1998, the CPC Guangdong Provincial Party Committee decided to rationalize the rural grass-roots management system and to revoke the management district office to set up a village committee. In order to tie in with the smoothing of work, the Standing Committee of Guangdong Provincial People’s Congress passed the Measures for the Implementation of the Law of the People’s Republic of China on the Organization of Villages in Guangdong Province and the Measures for the Election of Villagers Committees in Guangdong Province on November 27, Political construction has played a positive role.
