人们已经认识到,市场竞争的背后实质是科技竞争,企业技术开发是国民经济发展的原动力。所以,不少国家的政府都很重视创造良好的宏观环境,采取有效的措施来激发企业技术开发的积极性。 通常情况下,促进企业的技术开发工作所采取的措施主要有:组织措施、财税措施、金融措施、风险投资措施、法律措施、政府订购措施等。 (一)组织措施 很多国家都成立了专门的机构来从事企业发展政策(包括企业技术开发)的研究、制定和执行。如日本的通产省,法国的工业战略开发部际委员会,韩国的科学技
People have realized that the essence of market competition is the competition of science and technology, and the development of enterprise technology is the driving force behind the development of the national economy. Therefore, many national governments attach great importance to creating a good macro environment and take effective measures to stimulate the enthusiasm of enterprise technology development. Under normal circumstances, the measures taken to promote the technological development of enterprises mainly include: organizational measures, fiscal and taxation measures, financial measures, risk investment measures, legal measures, and government ordering measures. (I) Organizational measures Many countries have established specialized agencies to carry out research, development, and implementation of corporate development policies (including corporate technology development). Such as Japan’s Ministry of International Trade and Industry, France’s inter-committee on industrial strategy development, science and technology in Korea.
