拉美国家的经济由“失去的十年”而走上复兴之路,经济改革功不可没。拉美国家的经济改革为我们提供了诸多有益启示:第一,必须将经济改革的“社会成本”降低到最低限度。任何改革举措,都会对经济的各个部门或社会的各阶层带来各种各样的冲击和影响。因此,政府在推进改革时,必须考虑到公众的承受力。从许多拉美国家的改革实践中可以看出,在取消基本必需品的价格补贴以及国有企业私有化等改革措施方面,公众的认识与政府的决心是矛盾的。可见,政府在推出这两方面的改革措施时,应该对它可能产生的消极影响作出恰如其分的判断。
The economy of Latin American countries embarked on the path of rejuvenation from the “lost decade” and the economic reform contributed to that. The economic reforms in Latin American countries have provided us with many helpful enlightenments: First, the “social cost” of economic reform must be reduced to a minimum. Any reform measure will bring various impacts and influences on all sectors of the economy or on all levels of society. Therefore, when promoting the reform, the government must take into account the public’s tolerance. As can be seen from the reform practices of many Latin American countries, there is a contradiction between the public’s understanding and the determination of the government in such measures as the abolition of price subsidies for basic necessities and the privatization of state-owned enterprises. This shows that when the two government reform measures are introduced, the government should make a proper judgment on the possible negative impact it may have.
