中央关于实施西部大开发的重大战略决策犹如春风吹遍神洲大地,从中央到地方,从经济相对发达的沿海各省、市到西部欠发达地区,无不谋划着在这跨世纪的宏伟工程中一展拳脚。恰值此时,继前去年中央及各省市搞完“三讲”教育以后,县级领导班子及领导干部的“三讲”教育又在全国铺开。有的人担心,“三讲”教育会不会耽误西部大开发?
