专项资金是国家或有关部门下拨的有专门用途的资金。近年来,政府投入的专项资金数额越来越多,对推动地方经济发展,促进社会稳定起到了重要的作用。但与此同时专项资金在管理和使用的过程中也暴露出一些问题,这些问题的存在不仅影响了专项资金的使用效益和效果,甚至成为集体腐败滋生的土壤,损害了党和政府在群众心目中的形象。因此,专项资金管理使用的合法性、合规性和有效性如何,如何提高专项资金使用效益,是一个值得关注的问题。现就专项资金的使用管理中存在的问题及对策,浅谈一点个人意见。
