吴忠市位于宁夏平原中部、黄河河套之首。针对城市建设欠帐多、市本级财力弱的现状,市委、市政府确立了“多渠道筹资、低成本开发”和“争取国债资金支持,突破基础设施瓶颈”的指导方针。1998年以来,按照这一方针,市政府争取国债资金近7亿元,全部用于城市基础设施建设,有效改善了城市面貌,完善了城市功能,提升了城市品位。
