户籍制度作为一个限制城乡人口流动的制度。城乡劳动力的流动受到户籍制度的束缚,要想建立一个统一的一体化的劳动力市场必须打破现在的户籍制度,实现城市和农村劳动力的自由流动。国家出现的相关政策,都是这一制度的配套。户籍制度不仅不是限制人口迁徙的原因,它本身也是一个更大战略选择的结果。这对我国当时的工业发展起到了积极作用。本文结合户籍制度的出现的必要性,分析在不同的历史户籍制度存在的理由和发展的空间。
Household registration system as a restriction of urban-rural population flow system. The flow of labor in urban and rural areas is constrained by the household registration system. In order to establish a unified and integrated labor market, we must break the current household registration system and achieve the free movement of urban and rural labor force. The relevant policies that emerge in the country are all complements to this system. The household registration system is not only not the reason for limiting population movements, but it is also the result of a larger strategic choice in itself. This played a positive role in the industrial development of our country at the time. This article combines the necessity of the emergence of the household registration system to analyze the existing reasons and development space in different historical household registration systems.
