安阳市2004年成立了安阳益和热力有限责任公司，形成了集中供热统一规划、建设、管理、经营的管理模式。2009年先后又成立了安阳益和热力能源管理有限公司和安阳大地能源利用开发有限公司，大力发展合同能源管理模式，努力开拓清洁热源供热新渠道，坚持将科技创新技术应用作为供热计量改革的技术保障。
