委任制的历史发展表明,在中国革命、建设的不同阶段以及历史转折的关键时期,委任制这种用人制度都曾受到高度重视和有效运用。基于过去民主选任方式表现出的不适应性,委任制有理由成为当前领导干部选拔任用的现实选择。委任制通过对权力的组织垄断以及逐级配置,控制各级组织系统的官员任免和结构,严防激烈的职位竞争,这对于维护上级权威、巩固执政地位、避免用人过度市场化,能够发挥巨大作用。但它也有其弊端,即易受上级主要领导的个人意志的影响、存在消解反对“四风”效果的风险、堵塞精英向上流动的渠道、削弱干部监督和责任追究的民主机制等。因此,发挥委任制的优势,防范和克服其弊端,关键在于明晰委任制的实现条件,主要包括增强干部考核的效度和信度、加强后备干部队伍建设、注重集体领导及其公正性、制定合理的委任标准及程序、加大对干部的巡视监督力度等。

The key lies in clarifying the conditions for the appointment system, including enhancing the validity and reliability of cadre assessment, strengthening the ranks of reserve cadres, focusing on collective leadership and impartiality, and formulating a reasonable The appointment of standards and procedures, increase inspection and supervision of cadres and so on.
