Recalling the “Incubator” In September 1995, the United Nations Development Programme held a seminar on the International Entrepreneurship Center in Tianjin, China. Nearly 80 delegates from more than 20 countries attended the conference and conducted extensive discussions and exchanges on the central issue of “the role of business incubators in the creation of enterprises and economic development”. Why does the United Nations Development Programme pay attention to entrepreneurial service centres? This is because entrepreneurial service centres have a significant role in incubating high-tech enterprises. The center is a social non-profit organization that supports and fosters technology companies, especially small businesses. In the early 1980s, the United States founded an incubator. According to the statistics of the American Business Incubation Association, 50% of small businesses that have not hatched incubators have collapsed in the first five years of their establishment, and 80% of small businesses that have hatched incubators have survived and developed in fierce competition. During the 20 years prior to the incubator’s birth, the United States added an average of 9,000 companies annually, and in the five years since the incubator was born, an average of 74,000 new enterprises have been added each year. Many facts have shown that incubators have played an important role in increasing employment opportunities, promoting the transformation of scientific and technological achievements, forming and developing high-tech industries, and revitalizing the economy.
