欧盟新拟定的与植物病虫害防治相关的《植物健康法》草案以及与植物繁殖材料生产及上市管理规则相关的《植物繁殖材料法》草案构成欧盟新一揽子立法草案的重要组成部分。立法草案的制定原则是简化、更新相关立法。本文详述了两个植物卫生立法草案的要旨,深入的分析了其背景、特点、意义、长远效应,为我国植物卫生法规的完善提供借鉴之处。
The EU draft new Plant Health Act, which is related to the control of plant pests and diseases, and the draft Plant Reproductive Materials Act, which is related to the rules on the production and marketing of plant propagation materials, form an important part of the EU’s new package of legislation. The formulation of the draft legislation is to simplify and update the relevant legislation. This paper details the essence of two draft legislation on plant health, deeply analyzes its background, characteristics, significance and long-term effect, and provides references for the improvement of the laws and regulations on plant health in China.
