今后一个时期,文教行政财务工作的指导思想是,按照国家行政事业体制和财政体制改革的总体部署,贯彻适度从紧的财政政策,强化预算管理,保证重点需要;规范财政资金供给范围,调整财政支出结构;适应“两个根本性转变”的要求,优化行政事业资源配置,提高资金使用效益;坚持多种渠道筹集资金、多种形式发展事业的方针;建立健全科学、规范的文教行政财务管理体制,切实加强财务管理,促进文教事业发展和国家政权建设。按照这一指导思想,工作中要努力做到四个结合,即要把贯彻适度从紧的财政政策与促进文教事业发展和国家政权建设紧密结合起来,增强预算的科学性和约束性;把增加财政投入与规范财政资金供应范围、调整财政支出
