云南省曲靖县沿江公社,过去由于治保组织不健全,防火措施不落实,时常发生火灾。1973年至1977年,全社仅重大火灾就发生了8起,烧毁房屋35间,粮食68,000余斤,损失折款12万余元,给国家、集体和个人造成了严重的损失。自1978年以来,公社党委吸取了历次火灾的教训,针对存在的问题,制定了“四定一包”的新措施。这项措施实行以后,收到了很好的效果,四年来全社没有发生
