一、问题情报研究,不仅要考虑情报在技术上的可靠性和先进性,还要注意情报的经济效果。情报研究对作为一种劳动对象和使用物,不可能象自然资源那样,直接产生经济效益。也就是说,在它未形成“社会商品”之前,使用有利率等指标来衡量其经济效果在现期内是困难的。情报研究成果被充分利用之后,就可以间接地产生“社会使用价值”,增加经济收入和社会财富。因此,它起码具有潜在的价值。如果将从事某项情报研究的劳动消耗与该情报潜在价值相比,则得出如下情报效率关系式:(?)=P/N…………………(1)式中(?)为情报效率,P 为情报潜在价值,
