我国的引进技术经历了一个从进口成套设备到引进技术,改造现有企业的过程。“一五”计划期间,我们进行了以一百五十六个工业项目为主体的基本建设,大量引进成套设备。六十年代,又进口了维尼纶、石油化工和转炉炼钢等一批成套设备。七十年代,引进了化肥、采煤、宝钢、化纤等一批大型成套设备。1978年以来,引进工作已从偏重成套设备转向“成千上万地”引进技术来改造中小企业。国务院为
