为了研究我国海洋环境与水环境发性灾害和减灾对策以及全球海洋变化问题,总结和交流一九八七年上海首届海洋环境会议以来我国在该学科领域的最新成就和最新成果,研讨新形势下本学科的发展战略和任务,“中国海洋环境科学学会”、中国海洋湖沼水环境海洋学专业委员会”、“国家科委海洋组海洋环境保护分组”和“全国海洋环境污染监测网”五方,于1990年10月4日至8日在黄山市屯溪联合主持召开了“全国第二届海洋环境与水环境学术讨论”,会议由中国海洋环境科学学会副秘书长、中科院南海海洋所何悦强研究
