构建社会保障预算法制体系是加强社会保障基金管理的客观要求,借鉴国外社会保障发展与改革的经验,是确立我国社会保障制度模式的基础,也是社会保障预算立法的重要前提。本文探讨了社会保障预算立法的客观必然性,结合社会保障预算的主要内容,提出推进具有中国特色的社会保障预算立法的构想。
Establishing a legal system of social security budget is an objective requirement to strengthen the management of social security funds. Drawing on the experience of social security in other countries for development and reform is the basis for establishing the social security system model in our country and an important precondition for the social security budget legislation. This article explores the objective necessity of the social security budget legislation and puts forward the idea of promoting the social security budget legislation with Chinese characteristics in light of the main content of the social security budget.
