各專、縣,太原市、陽泉、長治工礦區人民政府: 丈地評產工作,省府已於財行字第三十九號指示在案。但目前有些地區尚遲遲未動,主要是由於領導思想上等待觀望或輕視,認為只有省府先將專區結合部平衡的問題解決了,專縣內部才能進行。恐怕其他地區不搞自己先吃了虧而猶疑不前。或者以為過去已有基礎,問題不大而輕視:其次則由於客觀條件所限,秋徵工作尚未結束,再加完成穀稀任務、冬季生產,土地改革正在進行,抽調幹部困難等。於上述情況,省府特作如下決定:
