Since the “Eighth Five-Year Plan”, China has implemented an epoch-making leap in the history of telecommunications development in China because of its emphasis on the information industry and its strong support for the development of postal and telecommunications services. In particular, it has absorbed a large amount of foreign investment and introduced advanced international communications equipment and advanced technologies. By August 1997, all cities and counties above the county level had realized program-oriented control of telephony, transmission of digitization (optical fiber) and step-by-step leapfrogging the “trilogy” of telecom development in developed countries in the world
