就我国机关档案工作管理体制的改革问题,黄显文同志在1987年第2期《湖南档案》上发表文章,指出机关档案工作领导体制方面的一些问题:(一)机构没有明确列入机关编制序列,特别是县(市)直属机关单位的档案室没有级别,有名无实;(二)档案工作归口管理重叠交叉,职责不明,档案管理机关与专业主管机关互相依赖、推诿;(兰)机关档案室没有明确编制、人员,多系兼职且身兼数职;(四)档案管理机关对机关档案人员没有人事管理权,一些单位档案员素质差、变动频繁。因此,机关档案工作改革最迫切的还是体制改革。如何改革?笔者认为:(一)机关
