(一)2000年4月3日下午,新闻出版署和中宣部在新闻出版署大楼九楼会议室召开了五家杂志总编辑和主管单位负责人座谈会。这五家杂志是:新华社的《半月谈》(内部版),中央党校的《理论前沿》,文化部的《炎黄春秋》,《复旦大学学报》,广东省文联的《粤海风》。出席会议的新闻出版署和中宣部领导有:新闻出版署副署长桂晓峰、新闻出版署期刊司司长刘波、副司长李保中,中宣部宣传局的一位姓宋的副局长。会议由桂晓峰主持。(二)会议首先由刘波对出席会议的五家期刊指出问题,归纳为七点:一、提出社会主义国家应当是多党制。

The leaders of the Press and Publication Administration and the Central Propaganda Department who attended the meeting included Gui Xiaofeng, deputy director of the Press and Publication Administration, Liu Bo, director of the Press and Publication Administration of Press and Publication Administration, Li Baizhong, deputy director of the Propaganda Department of the Central Propaganda Department, .
