今年水利春修工程的任务是巨大而紧迫的,淮河已经开始根本的治理,共馀全国各主要河流的防洪工程,也要在去年的基础上重点加强,灌溉工程并要求大量扩充水田面稹。计划土工总量在四億立方公尺以上,其中防洪工程必须在伏汛以前全部完成。灌溉工程亦须争取时间,及早放水,以应农田用水的需要。由於工程的规模很大,动员的人力很多,工作的时间很短,工程的好坏对於人民生活的影响很大,需要各地领导机关予以高度重视,加强领导,以保证工程的顺利完成。现在各地工程卽将全面开工,为了提高效率,防止浪费,要求各项工程依照计划及工程标准按时完成,特根据去年施工的经验,提出几点注意事项,希望切实研究执行。
The task of water conservancy spring repair project this year is enormous and urgent. The Huaihe River has started to fundamentally manage the flood control projects of all the major rivers in the country. On the basis of last year, the Huaihe River will also focus on strengthening irrigation projects and require a large expansion of paddy fields. The total planned geotechnical volume is over 400 million cubic meters, of which flood control projects must be completed before the flood season. Irrigation works must also take time to discharge water early to meet the needs of farmland water supply. Due to the large scale of the project, there are a lot of manpower mobilized, the work time is very short, and the quality of the project has a great influence on the people’s life. It needs the leaders of all localities to attach great importance to and strengthen their leadership so as to ensure the smooth completion of the project. In order to improve efficiency and prevent waste, various projects are required to be completed on time in accordance with the planning and engineering standards. According to the experience of last year’s construction, several points for attention are put forward and we hope that the study will be carried out in an effective manner.
