齐齐哈尔市卫生局在市政府的领导和支持下,就卫生全面深化改革进行了新的探索和实践。以齐市第一医院为实施重点,由中国人民大学教授孙光德为组长,卫生部原计财司司长司更生同志和哈大马列主义教研组教授李永康任副组长的医院体制改革论证组经过认真的考查和对比分析认为通过签订承包合同把院长负责制、承包经营制和全面任务的目标责任制同步进行配合改革的作法,是一个具有创新意义的改革尝试。通过对齐市第一医院的问卷调查和考核验证,认为齐市卫生局在宏观间接调控方面采取了一些有力的措施,医院内部也在不断完善自我约束机制,加强医德医风教育,经过全院同志共同努力,各方面工作有了新的进展,增强医院的凝聚力和向心力,为医院发展增添了后劲。
With the leadership and support of the municipal government, the Health Bureau of Qiqihar City has conducted new explorations and practices on comprehensive deepening of health reform. Focusing on the implementation of the First Hospital of Qi City, Professor Sun Guangde of Renmin University of China as the team leader, former Secretary of Finance Department of the Ministry of Health Comrade Jiang Rensheng and professor of Harbin Institute of Marxism, Li Yongkang as deputy leader of the hospital system reform demonstration team Through careful examination and comparative analysis, it is believed that the signing of contract contracts to synchronize the responsibility system of the president’s responsibility system, contract management system, and overall responsibility with the reform is an innovative reform attempt. Through the alignment of the city’s No. 1 Hospital’s questionnaire survey and assessment, it was considered that the Qishi Health Bureau took some effective measures in terms of macro-indirect regulation. The hospital is also constantly improving its self-restraint mechanism and strengthening the medical ethics education through the entire hospital. Working together, new progress has been made in all aspects of work, and the hospital’s cohesion and centripetal force have been enhanced, adding to the hospital’s development potential.
