《海淀区音乐教育实验区实验计划》(草案)是为贯彻落实国家教委颁布的《全国学校艺术教育总体规划》和北京市教育局召开的两届中小学美育工作会议精神而制定的音乐教育实施方案.“八五”期间我区音乐教育总的奋斗目标是:努力提高中小学干部、教师及所有教育工作者对音乐教育在整个教育工作中的重要地位和作用的认识;采取有教措施培养在校学生人人会唱歌,人人学会一种乐器,并出现一批音乐爱好者;有计划地建成一批有良好作风和较高水平的音乐社团;大力开展群众性的音乐教育普及活动,长期坚持,形成传统;到1995年要使全区60%的城镇中小学和30%的农村中小学在音乐教学设旌配备上达到《北京市中小学办学条件》
