通知指出,现将广东省人民政府令第12号《广东省散装水泥管理规定》、省建委粤建材字〔1997〕72号《关于认真贯彻实施〈广东省散装水泥管理规定〉的通知》和省财政厅粤财基费〔1997〕40号《关于印发〈广东省散装水泥专项资金和专用票据管理暂行办法〉的通知》转发给各有关单位,并结合我市的实际情况,提出如下贯彻意见,请一并执行。一、凡在广州市八区,广州市经济技术开发区(含东区、永和区)、保税区和县级市城区范围内的建设工程,一律按省政府第12号令的规定执行。二、建设工程项目按使用水泥的总量核定发展散装水泥专项资金(以下简称“专项资金”)数额,一律先按每吨8元的标准,向工程项目隶属的市(县级市)散装水泥办公室(以下简称“散
