The 14th National Congress of the Party made it clear that the goal of China’s economic structural reform is to establish a socialist market economic system. Immediately afterwards, the Third Plenary Session of the 14th Central Committee made a special decision on “Several Issues Concerning the Establishment of a Socialist Market Economy in the Party Central Committee.” Recently, the Fourth Plenary Session of the 14th CPC Central Committee has also made the “Decision of the CPC Central Committee on Several Important Issues concerning Strengthening the Party’s Construction.” The 14th National Congress of the Communist Party of China and these two decisions are the grand program of establishing the socialist market economic system and strengthening party building in the new era. We must seriously implement it without any compromise. In the decision of the Fourth Plenary Session, the CPC Central Committee referred to the whole Party before it as an important issue that must be solved in order to uphold and improve democratic centralism as the current and future party building, and emphasized the reality
