To further reduce emissions from inter-city rail passenger transport in California, the state’s Department of Transportation has introduced restrictions on emissions from its technical conditions for the purchase of passenger cars. Since no available emission test data were available as a basis for determining emission mitigation goals, the state Department of Transportation financed a pilot project to capture gas and particulate emissions data from two modern inter-city passenger diesel locomotives and smoke Degree data. The trial was conducted at the American Railway Association Chicago Technical Center. One of the two passenger locomotives is of the EMDF59PH type and the other one is of the GEDASH8-32BWH type. The EMD locomotive is also fitted with an independent 8V-149 diesel engine manufactured by Detroit Diesel Engine and designed to provide 480V AC to towed buses. The auxiliary diesel engine was also tested for emissions. These test data are used to determine the baseline level of emissions as a requirement for locomotive manufacturers to produce new low-emission locomotives. The data for both locomotive diesels is recorded at standard injection timing and with a 4 ° delay in fuel injection timing to reduce NOx emissions. The emissions test results have been incorporated into California Department of Transportation locomotive procurement procedures, that is, the California city intercity passenger diesel locomotive technical conditions and acquisition decisions on the emission performance requirements were clearly defined. This paper includes the results of emission tests of hydrocarbons (HC), carbon monoxide (CO), nitrogen oxides (NOx) and particulate matter (PM) under steady state conditions for the two locomotives. Sulfur dioxide is also calculated based on diesel consumption and sulfur content
