2011年,越南政府颁布《高等教育法(草案4)》,呈现出维护教育公平、提升教育质量、强调教育可持续发展的价值取向,并从国家高等教育管理体制,以及高等教育机构内部领导体制、办学自主权、人才培养、师生权利、办学条件保障等方面,明确了21世纪越南高等教育制度的发展方向,从而为高等教育发展提供法律依据和保障。
In 2011, the Vietnamese government promulgated the Law on Higher Education (Draft 4), showing the value orientation of safeguarding educational equity, improving education quality and emphasizing the sustainable development of education. From the perspective of the national higher education management system and the internal leadership system of higher education institutions , School autonomy, personnel training, rights of teachers and students, guarantee of school conditions and so on, clearly defined the development direction of Vietnam’s higher education system in the 21st century and provided the legal basis and guarantee for the development of higher education.
