从上个世界60年代来以来,美国颁布了一系列针对本国处境不利儿童的教育法律和法规,美国联邦政府对国内处境不利儿童的政策倾斜,其目的是体现教育的公平性从而确保处境不利的儿童能接受到高质量的教育,使他们等达到或者接近国家或州学业的平均发展水平。
