The implementation of the strategy of developing the western region is a major strategic decision made by the Chinese government in the new century. The Chinese government has formulated the overall plan for the development of the western region, relevant policies and measures for implementation, increased investment in infrastructure, ecological construction and education in science and technology, and accelerated the pace of industrial restructuring in western regions. Talent and technology are important constraints in the development of the western region. Practice shows that actively introducing foreign talents and intelligence is an important complement to the relative lack of talent in the western region and one of the effective ways to promote the development of the western region and to achieve a leapfrog development in the western region.
