新形势下,信访工作的内容和方式都发生了根本性变化,单纯依靠行政手段处理信访事项的方式已经不能适应时代发展的需要。因此,加快信访工作法治化建设已成为经济社会发展的客观需要。信访工作部门要坚持以新条例统领信访工作,创造信访工作法治化的软环境;创新工作方式,探索信访工作法治化建设的新途径;提高信访工作人员的整体素质,提升信访工作法治化水平。
Under the new situation, the content and methods of letters and visits have undergone fundamental changes. The methods of handling letters and visits by relying solely on administrative measures can no longer meet the needs of the development of the times. Therefore, accelerating the legalized construction of letters and visits has become an objective need for economic and social development. The petitioning and petitioning departments should adhere to the letter and visit work under the new regulations and create a soft legal environment for petitioning and letters work. They should also innovate their working methods and explore new ways of legalizing the letter and petition work. They should also improve the overall quality of petition workers and the legalization of petitions.
