近来，笔者在农村基层调查中发现，村干部违纪款追缴难问题比较突出。如在江苏省淮安市某区２１个乡镇中，有１５个乡镇存在此类问题，涉及村干部４７人，未追缴到位的违纪款达２０余万元。之所以出现这种现象，主要是因为纪检、司法、监察等部门职能有限以及相互之间协调不够
Recently, I found in rural grass-roots surveys that village cadres are particularly hard-pressed to pay back the discipline. For example, in the 21 towns and townships in a certain area of Huaian City, Jiangsu Province, there are 15 such township and township-level problems involving 47 village cadres who have not recovered more than 200,000 yuan in violation of discipline. The reason why this phenomenon occurs is mainly due to the limited functions of departments such as discipline inspection, judicature and supervision as well as the lack of coordination among each other
