该课题主要采用文献研究法、调查研究法、比较研究法、案例研究法等研究方法,对我国成人高等教育办学机构的历史及现实进行了考察,对新形势下成人高等教育办学机构转型与创新发展进行了研究。研究认为,我国成人高等教育办学机构的转型与创新应遵循系统性原则、可持续性原则、协调性原则、自主性原则、可行性原则;办学机构应进行理念革新,树立开放理念,高扬人本理念,强化服务理念,引入市场理念;应建立扁平化的组织结构,推行项目制的管理模式,贯彻公司化的运作战略,推进多维度的合作办学,实行全方位的制度创新;发展模式应从外延扩张转向内涵发展;应解除体制障碍,建立跨部门的统筹协调组织机构,推进政校分开,实现管办分离的体制创新;适度引入产业机制,解决成人高等教育资源短缺和广大人民群众日益增长的享受高层次、高质量教育需求之间的矛盾;运用现代远程教育技术对函授(夜大)办学形式进行改造;对独立设置的成人高等学校进行重组与转制。
