无处不在的网络这个提法现在频繁见诸于各种媒体。大家都知道,网络技术的应用已渗透到我们生活的各个角落,那么无处不在的网络是不是仅仅指这种现象呢?它对构建和谐社会,国家经济的发展,人民生活水平的提高会产生什么样的影响?当前的媒体对这些问题的回答并不完整和系统。 21世纪初,韩国率先提出了“无处不在的IT839战略”包括开发8种服务,3类IT基础设施和9个新的增长引擎,具体目标是在2010年使韩国的人均GDP达到20000美元。日本则在2001- 2005年电子日本(e-Japan)的基础上提出了2006-2010年的以无处不在网络建设为核心的日本国家IT战略,简称U-Japan。目前“无处不在的网络”模式正逐渐影响世界IT发展方向。最近,本刊记者郑济仁、韩海生专赴日本东京野村综合研究所,就“如何建立无处不在的网络社会”之议题对野村综合研究所理事长村上辉康先生进行了专访。村上辉康先生对无处不在网络社会的建设,日本国家IT整体战略的制定有独到新颖的见解, 对中国的信息化发展进程也很关注,并提出了衷恳的建议。现本刊将对村上辉康先生的答记者问整理刊登,以飨读者。
The ubiquitous network This reference is now frequently found in various media. We all know that the application of network technology has infiltrated every corner of our lives, then the ubiquitous network is not just referring to this phenomenon? What kind of impact will it have on the construction of a harmonious society, the development of the national economy, and the improvement of people’s living standards? The current media’s answers to these questions are not complete and systematic. In the early 2000s, South Korea pioneered the Ubiquitous IT839 Strategy, which included developing eight services, three types of IT infrastructure and nine new growth engines with a target of making the per capita GDP of South Korea reach US $ 20,000 in 2010. On the basis of e-Japan from 2001 to 2005, Japan put forward Japan’s national IT strategy with Ubiquitous Network Construction as the core 2006-2010, or U-Japan for short. At present, the “ubiquitous network” mode is gradually affecting the world’s IT development. Recently, correspondents Zheng Jiren and Han Haisheng went to Nomura Institute of Comprehensive Studies in Tokyo, Japan for an interview with Mr. Murakami Murakami, chairman of Nomura Institute of Comprehensive Studies, on the topic of “How to Establish a Ubiquitous Internet Society.” Mr. Murakami has a unique and original view on the construction of an online society everywhere and the overall national strategy for Japan. He also paid great attention to the development of China’s information technology and put forward his sincere proposal.
