一、中国加入ＷＴＯ后农业相关政策的变化自１９９２年以来，中国５次大规模地降低关税，平均进口关税水平已从４３％降至目前的１７％。中国还承诺到２００５年将其工业品平均关税降到１０％，并将这一承诺落实到了具体的税号。这些进展已使中国关税基本符合ＷＴＯ的要求。⑴
I. Changes in China’s Agricultural-Related Policies after China’s Accession to the WTO Since 1992, China has reduced its tariffs on a large scale five times. The average import tariff has dropped from 43% to the current 17%. China also promised to reduce its average tariff on industrial products to 10% by 2005 and put this promise into effect on a specific tariff line. These developments have made China’s tariff basically in line with the requirements of the WTO. ⑴
