本文着眼宏观视角,思考和分析了新时代、新环境下深化粮改和促进发展的新特点。其中,特别强调关键性、方向性、共享性、绿色性、安全性等特征。在此基础上,以新理念为核心和灵魂,对健全粮食市场体系和完善粮食价格体系进行了深入探索和阐述。本文提出:粮食流通要引入农村“一、二、三次产业融合发展”及“互联网+”新商业形式;建立以市场为主形成粮食价格的机制;对小麦、稻谷两大谷物继续实行“托市收购”政策,但需要对托市价格进行调整和完善,对大豆、棉花主要农产品继续进行目标价格改革的试点,着力做到指导思想明晰化、改革方案透明化、价格水平合理化、价格水平合理化、实施程序简易化。
