加强工会文化事业的管理,总的思路可以概括为:全面承包,目标管理,文副共兴,搞好服务。一、全面承包。改革以前,文化事业的基本情况是:只讲服务,不讲核算;简单维持,很难发展。改革把“包”字逐步引入了文化事业的管理机制,由开始的单项经济承包,发展到任务(活动)、支出、收入和管理全面承包。同时,在全面承包的基础上,应采取层层包、人人保的措施,有力地保证文化事业两个效益的不断提高。二、目标管理。目标管理的内容可以简单归纳为“三个三”,即“三落实、三结合、三级核算”,“二个加强”,即加强财产管理、加强票据管理。
