I. Understanding and Exploration With the progress of reform and opening up, township hospitals have been severely impacted. As the state’s investment in health funds is limited, the number of retired employees in health centers has increased year by year, coupled with rising health costs, resulting in an imbalance in the compensation mechanism for base compensation funds in hospitals, and the contradiction between supply and demand has become increasingly prominent. The living expenses of retired employees in Fuding County Health Center accounted for the proportion of primary subsidies, which increased from 20% in 1980 to 55.5% in 1991, and became a heavy burden for health centers. Facing this situation, we need to find a new way of relying on the economy. The County Health Bureau was promoted by the tide of reform throughout the country.
